How to ensure evidence-based decision making? Lessons from the Czech Parliament

Parliamentary research is deemed as necessary basis for effective decision-making. Aligning to principles of parliamentary research it can serve notwithstanding the political ideology and provides evidence (research outputs) to all political parties represented in a parliament. However, the outputs justify different ends. In his lecture, Mr. Kuta will deliver some thoughts on evidence-based decision-making in parliamentary arena in CEE countries in the context of post-fascism and recent challenges posed upon national parliaments. He will also provide general description of parliamentary research principles and practice in the Czech Republic. Except for national decision making, national parliaments are also actors of wider European governance. Mr. Kuta will also describe the role of expertise in parliamentary dimension of the Czech Presidency to the Council of the EU in which the Parliamentary Institute has been recently experienced.

Martin Kuta serves as the Head of General Analysis Department of the Parliamentary Institute (parliamentary research unit) of the Czech Chamber of Deputies. He is specialized in methodology, parliamentary studies, and international politics (mainly common foreign and security policy of the European Union). He holds a PhD degree in Political Science (2016) at the University of Economics, Prague. In his research he focuses on of parliamentary affairs and institutional development in Central and East European Countries.
