PULSE LECTURE: The New Republican Congress and American Foreign Policy

On February 27th, Dr. Max Hilaire gave a fascinating talk at UNYP regarding the new Republican congress in the United States and its potential effect on American foreign policy.  

Dr. Hilaire’s blend of encyclopedic knowledge and insightful sense of humor gave the audience of students and faculty knowledge as well as a refreshing perspective on past and current American politics and foreign policy.

Dr. Max Hilaire is Adjunct Professor for Empire State College, teaching International Relations and International Law as well as Human Rights for the past 12 years. Additionally, he is Professor and Chair of the Department of Political Science at Morgan State University, Baltimore, Maryland and Director of the Political Leadership Institute. Dr. Hilaire, a two-time Fulbright Scholar, holds M.A., M. Phil and Ph.D degrees from Columbia University in New York.

The key message highlighted in this lecture is that even when there is a change in congressional power within the United States, there will not necessarily be a change in foreign policy.  This has been demonstrated historically due to a combination of constitutional fine points and political elements specified brilliantly by Dr. Hilaire during yesterday’s talk.
